No-ISA protests are becoming fashionable again since 9-11. I’m all for ISA, as long as not used for political ends.

It’s true that the ISA has not been used for political purposes for a long time. This is probably because there are more subtle and sophisticated methods to use now. Defamation laws are the weapon of choice now.
What is the best course of action if we want to prevent abuse of such weapons?
Throw away the weapon?
Add more safety mechanisms to check the trigger?
Retrain the person tasked to use the weapon?
Change the person to someone else more reliable?
