This is probably because there are more subtle and sophisticated methods to use now. Defamation laws are the weapon of choice now. What is the best course of action if we want to prevent abuse of such weapons? Throw away the weapon? Add more safety mechanisms to check the trigger? Retrain the person tasked to use the weapon?
